Garnett and Bernida were joined by Phil Fornaci, director of The DC Prisoners’ Project at the Washington lawyers’ comity for civil rights & urban affairs, to describe the abusive and unconstitutional application of these laws — especially highlighting the case of Galen Baughman in Virginia
